A 100 KB limit is often easier to meet when a photo is resized to the dimensions the form actually requires. For a square photo, choose Crop and enter equal width and height. Check that the centred crop keeps your face in frame.
For JPG and WebP, UploadMint tests several quality levels and keeps the highest tested quality that fits. PNG is lossless, so a smaller PNG may require fewer pixels. There is no magic compression setting that preserves every detail at any size.
